Pentagon Watchdog Passes on Investigating Starlink Slowdown in Ukraine
When military drones lose satellite connectivity mid-flight, a modern war changes pace instantly.

When military drones lose satellite connectivity mid-flight, a modern war changes pace instantly. Ukrainian forces experienced exactly that when SpaceX imposed temporary speed limits on Starlink and its military variant, Starshield, cutting off connectivity for fast-moving units for roughly ten days before the restrictions were lifted. Those disruptions prompted a bipartisan group of nine senators to demand an independent accounting from the Pentagon inspector general.
Department of Defense Inspector General Platte Moring rejected the call, stating that the questions should instead go to the US Air Force and Space Force. Senators had asked whether SpaceX, the Pentagon, or other government entities authorized the limits, and whether those actions violated government contracts. Lawmakers also questioned if the communications blackout connected to reported intelligence-sharing disruptions that left US and Ukrainian personnel scrambling for cover during air raids.
Elon Musk defended the restrictions by accusing Ukraine of violating Starlink terms of service through lethal drone strikes, arguing that offensive operations must rely on Starshield instead. Ukrainian officials countered that the speed throttling improperly crippled Starshield operations as well, while denying any contract violations. The Trump administration denied ordering the slowdown, leaving conflicting accounts of who holds ultimate authority over the orbital network.
Our read is that this institutional sidestep exposes a dangerous governance gap when private infrastructure underpins sovereign warfare.
As Vladimir Putin publicly praises Musk as a genius while Russia builds its own satellite constellation, the unresolved question remains who actually controls the orbital backbone of modern defense.
